建设全覆盖的公共图书馆服务体系的有效途径,是把县以下基层图书馆建设纳入总分馆体系建设之中。省级公共图书馆不应该在省会城市开展延伸服务,而应该把省会城市的空间让给属地市、区级图书馆;也不应该采取在省会城市之外直接办流通站的方式,而应该将有限的资金和人力配置在全省县级图书馆总分馆制的构建上,为全省图书馆服务体系构建提供学术和智力支持,提供人员培训和技术服务。
An effective way to build a fully covered public library service system is to include the construction of grass-roots libraries under the county into the construction of the general library system. Provincial public libraries should not extend services in provincial capitals, but should give space in provincial capitals to prefectural cities and district-level libraries. Nor should they take the form of direct circulation stations outside provincial capitals.
