定点医疗制度是在医疗保险系统中一般采用的对医疗服务供需方管理的基本制度。其主要应包括对医疗机构的选择、确立定点、形成约定关系、运行监控、变更管理等。核心在于加强需方就医管理,同时通过其选择变更机制,引入医疗服务需方主导的竞争,打破供方主导地位,进而促动供方系统内部的改革,形成整个医保系统的良性循环。
The fixed-point medical system is the basic system that is commonly used in medical insurance systems to manage the supply and demand of medical services. It should mainly include the selection of medical institutions, the establishment of fixed points, the formation of a contractual relationship, operation monitoring, and change management. The core is to strengthen the demand side for medical treatment management, and at the same time, through its selection and change mechanism, the introduction of medical service demand-side competition will break the supplier’s dominant position, thereby stimulating the internal reform of the supply system and forming a virtuous cycle of the entire medical insurance system.
