五一年上半年的直接税征收工作,是在新税法公布后及抗美援朝运动开展的高潮下,根据新税法及三届全国税务会议关于掌握税源依法办事加强组织完成任务的总方针,结合本市工作发展的需要,确定了以掌握税源为主,并以工商业税为重点,结合进行其他工作,由于上级的正确领导及各有关部门的积极协助,以及在全体税工干部的努力下,除逐月完成经常税收外,并做了几个较全面的重点工作:使上半年的直接税工作(尤其工商业税)大大的向前发展了一步,出现了一个新的局面,并给将来的工作打下了一个基础。
