增强国营大中型企业的活力,是关系到国民经济发展全局性的重大课题,也是当前摆在各级党委和政府面前的一个十分重要而迫切的任务。最近,佳木斯市对全市28户大中型企业进行了调查分析。调查结果告诉我们,要完成这项任务,应着重从两个方面努力:一方面要以改善企业外部环境和加强内部管理手,理顺企业内外部关系,抓好资金、原材料、经营管理等经济因素,实现企业正常的经济循环;另一方面要充分调动职工群众的社会主义积极性,发挥非经济因素的能动作用,保证企业高质量的经济循环。为此,我想就搞活国营大中型企业的非经济因素谈几点意见: Enhancing the vitality of state-owned large and medium-sized enterprises is an important issue concerning the overall national economic development.
