1999年山东省劳动争议案件继续呈上升趋势。据统计,全省各级劳动争议仲裁委员会共受理劳动争议案件7450件,涉及劳动者23020人,分别比上年增加23%和38%,其中审理结案6854件,结案率为92%。从统计的情况看,1999年劳动争议及其处理主要有以下几个特点:一、劳动争议案件总量继续有较大幅度上升,涉及职工人数明显增多。1999年全省各级仲裁委员会立案数量比1998年增加了1415件,涉及劳动者人数增加了6294人。涉及劳动者的净增值为劳动争议仲裁制度恢复十一年来之最,与1988年的涉及劳动者人数相比,达23倍之多。究其原因,一是由于随着市场经济的建立,劳动制度改革的不断深入,经济结构和企业结构调整力度的加大,劳动关系呈现复杂化、多样化,进入劳动争议的多发期。二是由于用人单位和劳动者受经济利益驱动,
Labor disputes in Shandong Province in 1999 continued to rise. According to statistics, the Labor Dispute Arbitration Commission at all levels in the province handled 7,450 labor dispute cases involving 23,020 workers, an increase of 23% and 38% over the previous year respectively, of which 6,854 were settled and 92% were closed. Judging from the statistics, the labor disputes and their handling in 1999 mainly include the following features: First, the total number of labor disputes continues to increase substantially, involving a significant increase in the number of workers. In 1999, the number of archives filed by arbitration commissions at all levels across the province increased by 1,415 over 1998, with 6294 workers involved. The net added value of workers involved was the highest in eleven years for the labor dispute arbitration system and more than 23 times the number of laborers involved in 1988. The reason is that firstly, with the establishment of a market economy, the deepening reform of the labor system, the intensification of the economic structure and the adjustment of the structure of enterprises, the labor relations have become complicated and diversified and have entered multiple periods of labor disputes. Second, due to the employing units and workers driven by economic interests,
