政府部门与社会组织之间的关系是不断变化的,通过文献梳理发现:在宏观层面,政府部门与社会组织关系是一个从“国家主义”到“法团主义”的变化过程;在中观层面,政府部门对社会组织的监管从“科层管理体制”到“双重管理体制”再到“分类控制体系”;在具体运作的微观层面,双方的关系是一个从“事业单位”到“挂靠单位”再到“枢纽型社会组织”的过程。其间,社会组织与政府部门缓慢剥离,整个变化过程的动力来源于治理主体的变化和治理技术的创新,背后的机制则是分散治理风险和降低治理成本。
The relationship between government departments and social organizations is constantly changing. Through literature review, we find that at the macro level, the relationship between government departments and social organizations is a process of change from “nationalism ” to “corporatism ”; At the medium level, government departments regulate social organizations from the “bureaucratic management system” to the “dual management system” and then to the “classification control system”; at the micro-level of the specific operation, the relationship between the two parties is A process from “institution ” to “anchoring unit ” to “pivot social organization ”. In the meantime, the social organizations and government departments are slowly stripping off. The driving force of the entire process of change stems from changes in the governing body and innovations in governance technologies. The underlying mechanism is to decentralize governance risks and reduce governance costs.
