机关是一个组织的核心,是组织系统的“枢纽”,具有负责指挥和控制组织系统运行的功能,对外则是组织意志的代表。机关建设和管理得好坏,直接关系到组织系统运行的效果,关系到组织的形象和声誉。机关建设可分为“硬件”部分和“软件”部分。前者指机关内部门设置、人员配备、办公设施建设等;而“软件”部分则指工作制度、工作信念、工作态度、心理氛围等。下面分几个方面对机关的建设作一些探讨(部门设置问题许多文章有专门论述,本文不再讨沦)。
