In the scientific outlook on development, the scientific nature of “people-oriented” lies in its understanding of human beings based on dialectical materialism and historical materialism. “People-oriented ” is the core of the scientific concept of development. Only by accurately, objectively and scientifically grasping its connotation can we give full play to the role of the scientific concept of development.
