1959年是新中国成立的第一个10周年,周恩来总理指示,要在即将竣工的人民大会堂北门二楼大厅正面墙上,悬挂一幅巨幅国画,面面以表现祖国锦绣河山的雄伟气魄为内容。陈毅找来了时任江苏画院院长的傅抱石与岭南画派代表关山月合力创怍一幅巨作。画的题材是周恩来提出的,表现的内容是我们熟悉的一首词北国冰封,万里雪飘望长城内外,惟余莽葬大河上下,顿失滔滔山舞银蛇,原驰蜡象,欲与天公试比高。
