“决策与执行分开是不可能的。政策执行专职化是政策制定与执行分开改革的合适表述。其在中国的实现路径是将设计更有效的监督机制放在二者的关系中来考虑。”很明显,如果不是建立在“二分法”的基础上,政策就难保“走味”。在改革过程中,人们对于改革措施效率的关注会超过对政策回应性的关注。尤其当今,我国正处在向纵深推进改革步伐的关键时期,如以实行外包为主要的改革途径,我们缺少相应的配套机制。并且我们不能不意识到,实行外包说明政府无力提供相应的公共服务。如果在这样的情况下实行这样的改革,在下放部分权力的同时,政府也将相应的责任下放给承包商。真正行之有效的改革措施应当是在保留全部责任的前提下下放权力。承包商所承担的完全应是另一种出于其与政府经济关系的责任。这才是负责任的政府所为。

And we can not but realize that the implementation of outsourcing shows that the government can not provide the corresponding public services. If such a reform is to be implemented under such circumstances, the government will delegate the corresponding responsibility to the contractor while delegating some of the power. Truly effective reform measures should be to delegate authority on the premise of retaining full responsibility. The contractor’s commitment should be entirely another responsibility for his economic relationship with the government. This is what a responsible government does.
