高标准基本农田建设项目是指为促进基本农田综合生产能力提高,建设适应现代农业发展条件的旱涝保收、高产稳产的高标准基本农田。为了满足一定时期人口和国民经济发展对农产品的需求,而必须确保的耕地最低需求量,老百姓称之为“吃饭田”、“保命田”。因为中国土地广袤、人口众多的复杂关系,为了解决国家粮食安全问题,对于高标准基本农田的建设就更为重要,从而达到并通过农村土地整治建设形成的集中连片、设施配套、高产稳产、生态良好、抗灾能力强,建设出与现代农业生产和经营方式相适应的基本农田。文章通过对高标准基本农田建设及耕地质量特点的分析,探讨目前我国高标准基本农田建设及耕地质量存在的问题表现和原因以及解决问题的对策。
