本文以探讨我国环境污染源头为起点,因政府对污染企业单纯外部监管难起实效,对污染国企治理更难上加难,为此必须重视环保领域协作共治,构建我国污染企业环保内控机制,由此引发了污染企业环保内控机制的构建具体问题与借鉴路径选择,最后,本文认为应借鉴德国公害防治代理人制度优点构建我国污染企业环保内控机制,同时通过行政指导、行政补贴等多种柔性行政措施激励环保内控机制实际运行与协作共治。
