在全面深化改革的背景下,部分政府职能向社会组织转移已成必然趋势。作为经济领域的社会组织,商会是联系政府、市场和企业的桥梁和纽带,是转型期政府职能转移的一个重要承接主体。目前,商会在承接政府职能转移方面正处于破题扩面的重要关头,既面临难得的机遇,也面临艰巨的挑战。如何推动商会有效承接政府职能转移,成为当前的一项重要课题。本文以宁海县商会企业服务中心承接部分政府职能的实践为例,以承接内容、承接方式、配套制度三个层面的问题为逻辑框架,探讨商会在承接政府职能过程中存在的困境和障碍,提出基层商会有效承接政府职能转移的若干建议。
Under the background of deepening the reform in an all-round way, the transfer of some government functions to social organizations has become an inevitable trend. As a social organization in economy, Chamber of Commerce is a bridge and link between government, market and enterprise, and it is an important undertaking body to transfer government functions during the transition period. At present, the Chamber of Commerce is at a crucial juncture in undertaking the transfer of government functions. It faces both rare opportunities and arduous challenges. How to promote the Chamber of Commerce effectively undertake the transfer of government functions has become an important issue at present. Taking the practice of Ninghai County Chamber of Commerce Service Center undertaking some government functions as an example, this paper takes the three aspects of the content, the way of undertaking and the supporting system as the logical framework to discuss the plight and obstacles of the Chamber of Commerce in undertaking the government functions.
