In spite of the fact that the small party has become a major one, the political reform has pushed Japan toward the bipartisan system. Policy proposals are still pending. Although there are still a lot of new-party formations, there are still difficulties ahead. Former party Prime Minister Jun Tamaru headed the party, Ichiro Ozawa, chairman of the New Progressive Party was officially established on December 10, 1994. It is formed by nine opposition parties including the Newborn Party, the New Japan Party, the Socialist Party, the Komeito Party and the Liberal Party. It is known as Japan’s political arena and “the largest opposition party.” The emergence of the New Progressive Party is another major political reorganization in Japan’s political arena after the dissolution of the “1955 system”.
