信访老户问题是长期困扰信访工作的一个话题,制约和影响着信访工作的规范有序开展。信访老户的成因既有外因也有内因,但按照辩证唯物主义的观点,内因应是信访老户成因的关键,因此有必要加以精准区分和有效应对。本文立足于信访工作的具体实践,根据信访老户群体的不同表现和特点,从心理学有关道德认知、观念信念、人格特征等规律和知识着手,对信访老户的内在因素等进行了深入梳理与探讨,并希冀从更宽的视角和更深的层面,寻找到更多或更有针对性的化解信访老户的对策与方法,推进信访工作的法治化、规范化建设,努力提高信访工作的成效,发挥好信访渠道的应有作用。
