作为现代企业进行投资生产的最重要特征就是企业集群,但在实际工作中,以政府主导的吸引外资行为却很少受到企业集群理论的指导,这往往产生招不到“商”或即使招到“商”也留不住的现象。对于台资企业,这一现象尤为明显。因此文章首先简要解释了企业集群理论,并根据企业集群根植性的理论对台资企业群现存问题进行了深入分析,进而对政府吸引台资企业的行为提出积极的政策建议。
As the most important feature of modern enterprises in investment and production, they are enterprise clusters. However, in actual work, government-led efforts to attract foreign investment are rarely guided by the theory of enterprise clusters. This often results in recourse to “business” or even recruitment “Business” also unable to retain the phenomenon. For Taiwan-funded enterprises, this phenomenon is particularly evident. Therefore, the article first briefly explains the theory of enterprise cluster and conducts an in-depth analysis of the existing problems of the group of Taiwan-funded enterprises according to the theory of root-cause of the enterprise cluster. Then it puts forward some active policy suggestions to the government to attract Taiwan-funded enterprises.
