评价改革是上海基础教育发展新的增长点,是落实以学生发展为本的切入点。本研究针对义务教育教学质量评价过程中长期以来存在的视考试为学生学业成就评价的唯一方式、过于关注终结性考试和升学考试分数从而加剧应试教育倾向等问题,采取部市合作,市、区县、学校联动的方式,探索基于课程标准,关注学生学习经历、学习过程、德智体诸方面发展状况的中小学生学业质量综合评价指标,研制基于评价指标的学业质量绿色指标综合评价工具,制定基于课程标准的教育评价政策,引导区县和学校树立正确的教育质量观,探索以校为本的评价办法,建立义务教育教学质量保障体系,构建评价促进素质教育实施的有效机制。
