同行评议是在科学研究领域进行评估活动有效而公正的一种方法。作为辅助决策手段,各国的科学基金组织或机构广泛使用同行评议,选择支持高等院校和研究所的研究项目。然而,在同行评议的实施过程中,确实暴露了一些不足之处,如处理不当或不及时,将会导致其固有缺陷的扩大化,引发科技界的矛盾。开展同行评议软课题研究,对中国自然科学基金事业的发展和完善,促进中国科学事业的进步都有重要的现实意义。
Peer review is an effective and fair way to conduct assessments in the field of scientific research. As ancillary decision-making tools, national scientific funds or institutions make extensive use of peer reviews and choose to support research projects at institutions of higher learning and research institutes. However, during the implementation of peer review, some deficiencies have indeed been exposed. If handled improperly or improperly, it will lead to the enlargement of its inherent shortcomings and trigger the contradictions among science and technology circles. Carrying out research on soft issues of peer review plays an important and practical role in the development and improvement of the cause of China Natural Science Foundation and in the progress of China's science.
