中国卫生筹资主要来源于政府和企业的卫生投入,通过国家计划部门、财政部门、卫生部门、中医药管理局、劳动部、国家物价局、农业部及国家其他有关部委的共同努力完成。 一、政府有关部门对中国卫生筹资政策的看法和建议 1.计划部门 国家计委有关领导同志认为:中国是发展中国家,人口众多,经济建设和社会发展任务很重。本世纪末,中国政府要完成几项重大任务:(1)实现9年义务教育。(2)解决8000万人口脱贫问题。(3)人人享有卫生保健。(4)建立健全养老保险制度。完成上述任务,困难不在于城市,而在农村,特别是偏远地区的贫困山区,只依靠中央政府解决有困难。为此提出了两点看法:第一,希望世界银行能介绍世界各国农村卫生筹资经验。第二,开拓筹资渠道,其中包括调整投资结构。
China’s health financing mainly comes from the government and enterprises’ health investment, and is accomplished through the joint efforts of the national planning department, the financial department, the health department, the Chinese Medicine Administration, the Ministry of Labor, the National Price Bureau, the Ministry of Agriculture and other relevant national ministries and commissions. I. Opinions and recommendations of relevant government departments on China’s health financing policy 1. Planning departments Leading comrades of the State Development Planning Commission believe that: China is a developing country with a large population and heavy tasks in economic construction and social development. At the end of this century, the Chinese government must accomplish several major tasks: (1) To achieve 9-year compulsory education. (2) Solve 80 million people’s problem of poverty alleviation. (3) Everyone enjoys health care. (4) Establish and improve the pension insurance system. The difficulty in accomplishing these tasks lies not in the cities, but in the rural areas, especially in the remote mountainous areas, the poverty-stricken mountain areas rely only on the central government to solve the difficulties. To this end, we put forward two views: First, I hope the World Bank can introduce the experience of rural health financing in countries around the world. Second, open up financing channels, including adjustment of investment structure.
