中共北京市委书记、市长刘淇在与北京政协港澳委员座谈时表示,北京将坚决纠正一切妨碍发展的认识和做法,坚决废除一切束缚发展的政策和规定,坚决革除一切影响发展的体制障碍和机制弊端以优化北京投资环境。 2003年1月15日,三十余名来自港澳地区的政协委员与市长刘淇进行了座谈。在此次发言的十六位港澳委员中,大部分委员对优化和改善北京投资软环境给予了关注并提出了建议。
