The Necessity of Converting the Operating Mechanism of State-owned Assets in Scientific Research Institutions The reform of the state-owned asset management system is an important aspect of China’s deepening reforms. Converting the operating mechanism of state-owned assets of scientific research institutions is the key to the integration of science and technology into the economy and giving full play to the role of science and technology as a primary productive force. At present, China’s economy is still an unbalanced economy. The main manifestations are two aspects: First, the market system is not perfect, the market mechanism is not perfect, and a new pattern of market allocation resources has not yet formed; second, the micro-operational organization lacks vitality, the property rights relationship is blurred, and asset management is ambiguous.
