生活垃圾的处理给人类的生存带来极大的困扰,解决这一难题关乎人类能否拥有良好的生活质量。《北京市生活垃圾管理条例》的出台与实施是生活垃圾管理在法律层面的首次地方规范,是地方治理生活垃圾的先行者。文章以此为契机,试对该条例进行分析和评估并提出一己之见。
The disposal of domestic waste has brought great troubles to the survival of human beings and the solution to this problem is whether humankind can have a good quality of life. The promulgation and implementation of the “Beijing Municipal Solid Waste Management Regulations” is the first legal regulation of domestic waste management and is the forerunner of local government garbage management. The article takes this as an opportunity to try to analyze and evaluate the regulations and put forward their own opinions.
