黑龙江省852农场总辖面积1363平方公里,耕地面积110万亩,总人口568517人。1985年以来,农场党委认真落实中央、省委、农场总局党委提出的综合治理的各项措施,促进了社会治安的根本好转。1986年12月被黑龙江省委、省政府授予“社会治安综合治理标兵单位”称号。这个场是怎样实现治安综合治理的? 党委挂帅建立管理网络“严打”以前,852农场的社会治安情况较差,突出的表现有“四多”:一是爆炸案件多。1981年11月,越狱犯罪分子魏德胜身带炸药包,在农场招待所作案,当场炸死3人;二是盗窃案件多。1982年全场就发生盗窃案件69起;三是打架斗殴、行凶案件多;四是青少年犯罪多。
852 farms in Heilongjiang Province covers an area of 1363 square kilometers, with arable land of 1.1 million mu and a total population of 568,517. Since 1985, the farm party committees conscientiously implemented all the measures put forward by the Party committees of the Central Government, the Provincial Party Committee and the General Staff Administration of the State Council to promote comprehensive improvement of social order. December 1986 Heilongjiang Provincial Party Committee and provincial government awarded the “comprehensive management of social security model unit” title. How did this field achieve comprehensive management of public order? Before the party committees established a “strike hard” management network, the social order of the 852 farms was poor with outstanding performance of “four more”: first, there were many cases of explosions. November 1981, jailbreak criminals Wei Desheng with explosive kits, farm guesthouse crime, killed 3 on the spot; the second is the theft and more. There were 69 cases of theft in 1982 at the scene; third, fights and assaults were numerous; many were juvenile delinquency.
