(一)鲁台人民公社环城管理区,为了创造大面积的高产丰产田,进行了耕作制度的革新,实现了“五化一有”的耕作制度,从而改变了全区的生产面貌.“五化一有”的具体内容是:耕作园田化、试验田普遍化、检查评比经常化、培育管理专业化、禾苗一类化以及田田建立档案制度.这种新的耕作制度的产生,并不是偶然的.它总结了五八年农业生产大跃进的基本经验,适应了社会主义农业大生产的需要,由于人民公社的成立为改变耕作制度创造了极为有利的条件.在大跃进的一九五八年,该管理区为了获得农业生产的更大丰收,在大破保守思想的基础上开展了一个大规模的、群众性的生产竞赛高潮和生产技术革新
