98年3月11～12日。市会计学会水利工作委员会在川沙宾馆召开的各县,区二届二次理事会议上,组织学习了国务院颁布的《水利产业政策》。认真领会文件精神,联系上海的实际情况,为制订上海的《实施细则》提出了一些建议。对《水利产业政策》的出台,理事们欢欣鼓舞,他们认为,这不仅对水利事业的巩固和发展、而且对整个国民经济的巩固和发展都具有十分重大的意义。水利作为国民经济的基础设施和基础产业,其发展的滞后状况,已严重制约了国民经济的发展。必须在政策上加以扶持,促进水利事业的巩固和发展。加大水利投资的力度,是发展水利事业
