农村工作归根到底是要首先抓好干部队伍的建设工作。从我县这几年的实践来看,加强农村干部队伍建设必须牢牢把握好以下四个环节: 一、培养后备力量,保证干部队伍后继有人。近几年,随着农村改革的深化和商品经济的发展,农村干部队伍后继乏人的问题暴露得比较突出。由于缺乏人才,有的村级班子虽然存在这样那样的问题,但无法对其进行调整;有的村则实行党内轮流坐庄,村级领导班子陷入了僵化状态。实践使我们认识到,要建设一支坚强的农村干部队伍,就必须首先建立起一支数量充足、素质较高的后备干部队伍,这是促进农村各项
