全国妇联是中国妇女最大的NGO组织,是政府联系妇女的桥梁和纽带,其基本职能是代表和维护妇女权益,促进男女平等。配合和协助政府,帮助妇女就业和再就业,是妇联组织义不容辞的责任和义务,是维护妇女生存权、劳动权、发展权的具体举措。为实现这一目标,妇联工作的主要途径是调查研究,源头参与,确定目标,积极宣传,开展培训,提供服务。今后一段时期,全国妇联将重点开展以下工作:——参与《中华人民共和国妇女权益保护法》的修订工作,完善保护妇女劳动权益的法律条款,并敦促其尽早出台实施;密切关注有关法律法规的制定,从源头上维护妇女的合法权益。——推动政府落实《中国妇女发展纲要》中劳动就业指标,将性别平等原则纳入推进经济和社会发展的全过程,进一步完善有利于妇女就业的经济和社会政策。——发挥国务院再就业工作部际联席会议成员单位的作用,加强与政府有关部门及社会各界的合作,争取社会资源,为下岗失业妇女和农村妇女劳动力的有序转移提供有效的服务。
All-China Women’s Federation is the largest NGO organization of Chinese women and a bridge and link between the government and women. Its basic function is to represent and safeguard the rights and interests of women and promote equality between men and women. It is the unshirkable responsibility and obligation of the women’s federation to cooperate and assist the government to help women in finding employment and reemployment, and is a concrete measure to safeguard women’s rights to subsistence, work and development. To achieve this goal, the main ways for the women’s federations to work are through investigation, source participation, setting goals, actively promoting, training and providing services. In the coming period, the All-China Women’s Federation will focus on the following tasks: - Participate in the revision of Law of the People’s Republic of China on the Protection of the Rights and Interests of Women, improve the legal provisions for the protection of the rights and interests of women and urge them to come into operation as soon as possible; pay close attention to relevant laws and regulations Formulate and safeguard the legitimate rights and interests of women from the source. --Promoting the government to implement the indicators on labor and employment in the “Outline for the Development of Chinese Women”, incorporating the principle of gender equality into the overall process of promoting economic and social development, and further improving the economic and social policies conducive to the employment of women. - Give play to the role of member units of the inter-ministerial joint meeting of the State Council in reemployment work, strengthen cooperation with relevant government departments and the community, and strive for social resources so as to provide effective services to the orderly transfer of laid-off and rural women labor force.
