党的十五大精神,集中到一点,就是高举邓小平理论伟大旗帜,把建设有中国特色社会主义事业全面推向二十一世纪。而社会主义初级阶段理论是邓小平理论的重要基石,是我们党制定路线、方针、政策的基本依据。十五大报告,不仅重申了十一届三中全会以来,党正确地分析国情,作出我国还处于社会主义初级阶段的科学论断,同时结合近二十年的实践,为社会主义初级阶段的基本特征和历史进程,又进一步作了新的理论概括。更重要的是以初级阶段的基本国情为依据,以“三个有利于”为标准,第一次历史性地回答和解决了关于完善初级阶段所有制结构和公有制多样化的实现形式问题。这是继十四大提出建立社会主义市场经济体制以来又一新突破,为丰富和发展有中国特色社会主义理论作出了新的贡献,必将推动我国经济体制改革的大步前进。社会主义初级阶段的生产关系必须与初级阶段的生产力水平相适应。十四大把社会主义与市场经
