中国的改革开放向世界敞开了大门,同时又通过中央政府向地方下放权力,给予地方优惠政策,创造宽松的环境和气氛,使地方获得了前所未有的走向世界舞台发展地方经济的机会。 大连市是中国目前除京、沪、津三个直辖市外的六个享有省级经济管理权限的计划单列市之一。1984年以来的十二年对外开放和计划单列,使大连经济获得年均14％的高速发展,成为中国北方目前有生气、有活力,最具开放色彩的城市。
China’s reform and opening up opened the door to the world. At the same time, through the central government, it decentralized power to local governments, gave local preferential policies, created a relaxed environment and atmosphere, and provided localities with an unprecedented opportunity to go to the world stage and develop their local economy. Dalian is currently one of six cities outside the three municipalities outside Beijing, Shanghai and Tianjin that enjoy provincial-level economic management authority. Since its opening in 12 years since 1984 and its separate planning, the economy of Dalian has enjoyed an average annual growth rate of 14%, making it an active, vibrant and open city in northern China.
