村民委员会实行直接选举以来,个别村支部与村委会关系不够协调,有的村主任与村支书比职务高低,争权力大小,影响村上工作,损害了村民自治制度的健康发展。为了克服这种不良倾向,使村支部选举与村委会“直选”相衔接,高台县率先在罗城乡天城村实行“两票制”选举村支部班子,取得了较好效果。一、主要做法一是开展调查摸底,摸清班子建设中存在的问题。位于高台县最西端的罗城乡天城村,是一个偏远大村,全村11个社,398户,1640人,耕地面积2912亩。自1998年底村党支部、村委会换届选举以来,村班子长期不团结,互相搞内耗,影响了全村各项工作的顺利开展。虽然乡党委多次对村班子进行思想作风整顿,但收效甚微。去年以来,村干部矛盾加剧,常常互相拆台,恶语相加,导致在7月底抗旱形势严峻的关键时节,三名村干部先后辞职,村上工作几乎陷于瘫痪状态。针对这种情况,乡上在派驻工作组帮扶工作的同时,广泛走访群众,了解村班子存在问题的症结和群众的思想脉搏。及时采取果断措施,对村班子进行了组织调整。二是广泛宣传动员,正面引导群
