1991年以来,湖北宜城县财政部门在实行财政周转金担保制度,增强投、借、保三方责任感的同时,采取“六法”加强到、逾期周转金回收工作,收效很好。一是助销回笼法。对由于产品积压过多,造成资金长期占用,到期不能如期收回的借款企业,财政部门利用自身信息灵通、联系面广的优势,帮助企业推销积压产品,为企业归还借用周转金创造条件。二是促产回收法。对全县11个周转金使用大户,财政部门派驻33名驻厂员参与企业的决策和管理,帮助企业引进先进技术,开发新产品,提高了企业
