国务院召开的全国城镇职工基本医疗保险制度和医药卫生体制改革工作会议明确提出了“用比较低廉的费用提供比较优质的服务,努力满足广大人民群众基本医疗服务需求”[1]的改革总目标。从我国目前的形式来看,医疗保障体制的改革已是势不可挡,而且还将日臻成熟与完善。各级医疗机构的管理者只有充分认识医疗改革带来的挑战与机遇,制定合理的对策,才能在严酷的考验中立于不败之地。
