作者从比较当前国内外非营利性医院绩效评价的现状出发,详尽地阐述了当前在建立政府对非营利性医院绩效评价体系及其指标体系过程中必须关注的问题。提出非营利性医院的绩效评价不仅要关注医疗的结果,而且要关注医疗过程的适度性。为下一阶段政府对非营利性医院的考核评价,及如何公正、公平、科学使用财政资金提供了有益参考。
Based on the current status quo of performance evaluation of non-profit hospitals both at home and abroad, the author expounds in detail the issues that must be paid attention to in establishing the government performance evaluation system and its index system for non-profit hospitals. The performance evaluation of non-profit hospitals is not only concerned with the results of medical treatment, but also with the appropriateness of medical treatment. It provides a useful reference for the government to appraise and assess the non-profit hospitals in the next stage and how to use the financial funds fairly, fairly and scientifically.
