胡锦涛总书记指出:“在全部公安工作中,队伍建设是根本,也是保证”。贵州省十年刑侦改革,刑侦队伍发生了深刻变化,对于促进刑侦工作的发展、提升公安机关打击犯罪的能力和水平起到了至关重要的作用。目前贵州省刑侦队伍建设尚存在诸多困难和问题,直接导致刑侦工作发展缓慢甚至停滞不前,难以适应形势任务的客观需要。当前和今后一个时期,如何实现刑侦队伍的专业化、现代化、正规化建设目标,是各级公安机关特别是领导干部需要认真研究的重要课题。
General Secretary Hu Jintao pointed out: “In all public security work, team building is fundamental and also a guarantee.” The ten-year criminal investigation reform in Guizhou Province witnessed profound changes in criminal investigation teams, which played a crucial role in promoting the development of criminal investigation work and in enhancing the ability and level of public security organs to crack down on crimes. At present, there are still many difficulties and problems in the construction of criminal investigation team in Guizhou Province, which directly leads to the slow or even stagnant development of criminal investigation work and it is difficult to meet the objective needs of the situation and tasks. At present and in the coming period, how to realize the goal of specialization, modernization and standardization of criminal investigation teams is an important issue that needs to be seriously studied by public security organs at all levels, especially leading cadres.
