党的十七届四中全会通过的《中共中央关于加强和改进新形势下党的建设若干重大问题的决定》明确提出推进党的建设科学化、制度化、规范化,对加强和改进新形势下党的建设提出了若干新举措和新要求,其中一条就是“建立党委新闻发言人制度”。这一新要求必将推动党务新闻发布制度建设取得重大进展,为做好新形势下党务新闻发布工作提供重要的制度保障。
