《公路法》第五十九条第(一)款称:“由县级以上地方人民政府交通主管部门利用贷款或者向企业、个人集资建成的公路”可以依法收取车辆通行费。据此,我国目前的收费公路可以分为由地方政府交通主管部门建设经营的“政府还贷收费公路”和由国内、外经济组织依法投资建设经营的“收费经营公路”两种形式,这里姑且称之为收费公路“双轨制”。价格“双轨制”(按计划内、外资源分配渠道实行不同的价格)已经被20年来计划、价格改革实践所彻底否定,那么,收费公路“双轨制”又有哪些弊端呢?
Article 59 (1) of the Highway Law states: “The tolls collected by the transport authorities of the local people’s government at or above the county level in using loans or raising funds to enterprises and individuals” can be levied according to law. Accordingly, the current toll roads in our country can be divided into two forms: the “government loan repayment toll road” constructed and operated by the local government department in charge of transport and the “toll highway” constructed and operated by domestic and foreign economic organizations in accordance with the law. Call it toll road “dual system.” The “dual system” of prices (with different prices according to planned sources of distribution within and outside the country) has been completely negated by 20 years of planned and price reform practices. What are the disadvantages of the “dual system” of toll highways?
