作为现代经济的一个重要产业,服务业特别是生产性服务业在转型升级中有着不可替代的作用。伴随着第三产业创造的GDP和就业所占比重超过第二产业,服务业正在加快成为经济增长的主引擎。在新趋势下,新谋略应运而生——把推动服务业加速发展作为经济转型升级的战略着力点。浙江需要正视服务业发展相对滞后的事实。要以政府简政放权为契机,营造良好的制度环境,促进产业分工与合作,充分发挥内生创新动力。
As an important industry in the modern economy, the service industry, especially the productive service industry, plays an irreplaceable role in the transformation and upgrading. With the tertiary industry creating more GDP and employment than the secondary industry, the service sector is accelerating to become the main engine of economic growth. Under the new trend, new strategies emerge as the times require - accelerating the development of service industries as a strategic focus of economic restructuring and upgrading. Zhejiang needs to face up to the fact that the development of the service industry lags behind. We should take the opportunity of the government to decentralize power, create a favorable institutional environment, promote industrial division of labor and cooperation, and give full play to the momentum of endogenous innovation.
