目前，承德市出现了一股“高中热”。对这种现象，应正确认识，并加以疏导，理顺四个关系：１．传统教育观念与现代教育观念的关系；２．传统的成才就业观念与社会经济发展需要的关系；３．普通教育思想与职业教育思想的关系；４．基础教育发展进程中政府职能与学校职能的关系等。
