民政部早在80年代中期就认识和倡导了社区服务工作.上海市民政局开展此项工作,如今已有12个年头,上海市连续6年将此项工作列入市政府实事之一,并取得了一定的成就.然而,面对迅速发展变化中的社会大环境,社区服务工作能否持续发展,如何寻找新的增长点和突破口,成为上海民政工作者亟待研究的一大课题.本文作者结合上海市信息高速公路的建设,尝试提出驶上信息高速公路的上海社区服务发展新模式. As early as the mid-1980s, the Ministry of Civil Affairs recognized and advocated community service work, and Shanghai Municipal Civil Affairs Bureau has now 12 years of work in this field. Shanghai Municipality has listed this work for one of the municipal government affairs for six consecutive years. However, facing the rapidly changing social environment, whether the community service can sustainably develop and how to find new growth points and breakthroughs has become an urgent topic for the civil affairs workers in Shanghai. Combined with the construction of Shanghai Information Superhighway, this paper attempts to propose a new mode of Shanghai community service development on information superhighway.
