绩效考评是加强政府绩效管理的一种工具,是由政府部门根据履行职能需要制定绩效目标,并通过量化的指标体系对绩效目标的完成情况进行的综合性考核和评价。其核心是通过制定绩效目标、建立绩效评价体系,逐步实现政府管理从注重投入转向注重绩效;目的是改善政府管理、优化资源配置、提高资金使用效益和公共服务水平。
Performance appraisal is a tool to strengthen government performance management. It is a comprehensive appraisal and evaluation conducted by government departments based on the performance objectives required by the performance of their functions and through the quantitative index system on the completion of performance targets. Its core is to establish a performance evaluation system through the formulation of performance objectives and gradually realize the transformation of government management from focusing on input to focusing on performance. The purpose is to improve government management, optimize the allocation of resources, improve the efficiency of capital utilization and public service.
