A report released this week pointed out that the British engineering institutes and other specialized colleges are fully qualified to receive more funds from the government in order to further strengthen their research and development activities. The report examines in detail the potential for expanding research and development activities in these non-university higher education institutions and recommends that the government provide them with an additional 23 million pounds in 1990/91. The report proclaims this figure as a “realistic estimate of the funding needed to realize the potential of research and development in this field of higher education.” Most of these research and development activities will be applied research or “strategic” research.
