1992年1月17日中国政府与美国政府签署了《关于保护知识产权的谅解备忘录》,其中第五条规定,两国政府将在各自境内及边境采取有效的办法和救济,以避免或制止对知识产权的侵犯,并遏制进一步的侵犯。1994年7月5日 国务院发出了《关于进一步加强知识产权保护工作的决定》(国发[1994]38号),提出将抓紧研究、制定对知识产权实行边境保护措施的行政法规。
On January 17, 1992, the Chinese government and the U.S. government signed the Memorandum of Understanding on the Protection of Intellectual Property Rights. Article 5 of the Provisions stipulates that the two governments will take effective measures and relief within their respective borders and borders to avoid or stop the Infringement of intellectual property and contain further violations.
