随着全球老龄社会的到来,河南作为中国的人口大省,现有的地方立法中关于老年人权益保护的内容不能很好地规范当下的实际情况,例如:立法体系不完整、立法层次较低、城乡二元的区别对待和立法操作性不强等问题。为了更好地从制度上完善和保护河南省老年人的合法权益,必须在地方立法中发挥地方特色,尊重地方特点,通过不断完善我省老年人权益保护的立法体系、提高立法层次、逐渐消除城乡二元的不平等对待等措施,构建科学合理的河南省老年人权益保护的法制体系。
