“像经济学家那样理性思考,像企业家那样灵活创新。”——在省政协委员许长新的主页上,这句个人名言和他的照片一样引人注目。近日,这位来自河海大学国际工商学院的教授接受本刊记者采访,就推进多层次城市化建设、促进区域经济发展的问题点击关键词,阐述了他的观点与看法。“规划”许长新认为,如今区域经济的发展已经从依靠优惠政策转而取决于城市化发展战略、服务型的政府和吸引生产要素的基础设施这三大杠杆。我省经济运行态势良好,但也存在一些矛盾和困难。如城市化发展水平滞后,区域中心和辐射带动功能偏弱,区域经济发展速度偏缓等。因此,要加快多层次的城市化建设,发挥中心城市在区域内的主导和辐射作用,促进区域经济的梯级发展,形成城乡一体化发展的新优势,从而提升区域经济整体竞争力。而城市化是涉及全省社会人口的一项复杂的系统工程,必须进行通盘考虑,作出长远规划。从政策配套上说,灵活的户籍管理、完善的就业和社会保障体系、多样化的投融资体系,以及具有前瞻性的城市规划,都是关乎城市化进程的重要因素。
