1989年5月,河北省藁城市实行了“八公开”、“一参与”、“一监督”的制度,收到了良好的效果,现将他们的这一制度摘登如下,以资借鉴。一、八公开的内容村务活动公开,应以群众最关心、反映最敏感、与群众利益紧密相关的内容为主。根据农村的特点和实际,公开的内容着重包括八个方面; 1.计划生育照顾、处罚公开。主要是上级规定的计划生育率的控制指标、照顾二胎的政策条件以及对违反计划生育的处罚措施等。公开的内容要一律张榜上墙公开。对照顾二胎的,要严格按照申报、民主评议审查、报批的程序,将申请户夫妇双方姓名、家庭主要
