【编者按】2013年5月6日,安徽省委办公厅、省政府办公厅出台《关于加强和创新社会组织建设与管理的意见》(以下简称《意见》)。作为安徽省全面推进社会组织管理改革创新的第一份综合性、指导性文件。《意见》明确了社会组织建设总体目标,提出加快建立统一登记、各司其职、协调配合、分级负责、依法监管的社会组织管理体制,力争到2020年形成与全省经济社会发展相适应、布局合理、结构优化、功能完善、作用明显的社会组织体系。
[Editor’s note] On May 6, 2013, the General Office of Anhui Provincial Party Committee and the General Office of Provincial Government issued the Opinions on Strengthening and Innovating the Construction and Management of Social Organizations (hereinafter referred to as “Opinions”). As the first comprehensive and guiding document for Anhui Province to comprehensively promote the reform and innovation of social organization and management in Anhui Province. The Opinions clarify the overall objective of building social organizations, put forward the proposal of accelerating the establishment of a social organization management system featuring unified registration, performing their respective functions, coordinating and coordinating with each other, grasping responsibilities at levels and supervising according to law, and strive to form a social organization compatible with the province’s economic and social development by 2020, Rational distribution, structural optimization, functional improvement, the role of obvious social organization system.
