委员长、各位副委员长、秘书长、各位委员:在今年3月召开的第八届全国人民代表大会第三次会议上,我曾作了《关于1994年国家预算执行情况和1995年中央及地方预算草案的报告》。现在,1994年国家决算已经编成。我受国务院委托,向会议提出1994年国家决算的报告,请予审查。现在正式编成的1994年国家决算,国家财政总收入5218.1亿元,完成预算的109.6%;国家财政总支出5792.62亿元,完成预算的106.7%;收入和支出相抵,支出大于收入574.52亿元,比预算确定的数额减少94.67亿元。
Chairmen, Vice Chairmen, Secretaries-General and Members: At the third meeting of the Eighth National People’s Congress in March this year, I made a speech on “Implementation of the State Budget in 1994 and the Implementation of the Central Government in 1995 Local Budget Draft Report. ” Now that the 1994 national accounts have been compiled. I was entrusted by the State Council to submit a report on the 1994 state final accounts to the meeting for review. The state final accounts of 1994, now officially compiled, totaled 521.81 billion yuan, accounting for 109.6% of the total budget. The total state finance expenditure was 579.262 billion yuan, accounting for 106.7% of the budgeted figure. Incomes and expenditures were offset by expenditures greater than income of 57.452 billion yuan, A decrease of 9.467 billion yuan over the amount set by the budget.
