黄道霞把他参与整理好的华北组第二号简报拿来送审,内容主要是陈伯达和汪东兴的讲话实录。简报送到办公厅,很快就印发了1970年8月23日,中共九届二中全会在庐山召开。开幕式由毛泽东主持,周恩来宣布会议的议程有三项:一是讨论修改宪法,二是讨论新的五年计划,三是讨论战备问题。

The briefing was sent to the General Office and was quickly published on August 23, 1970, and the Second Plenary Session of the Ninth CPC Central Committee was held in Lushan. The opening ceremony was presided over by Mao Zedong. Zhou Enlai announced that there were three agenda items for the meeting: one was to revise the constitution, the other was to discuss the new five-year plan and the third was to discuss the readiness issue.
