笔者最近调查发现,不少乡镇在人事安排中出现一个不正常的现象,就是随意设置副书记职务安排人事:某农技站长工作平平,免掉站长职务,任支部副书记“养”起来;某村委会主任与支部书记工作不合拍,免村委会主任职务(应经选举),任村支部副书记“吊”起来;某乡镇企业改制不力,负责人被调到另一家企业任副书记“挂”起来…… 副书记本是机关或企事业单位具有一定权力的领导职务,但实际人事操作中为什么会因人、因需设置副书记职位呢?根本原因是副书记职务被虚化,有名无实权。从机
