On April 15, 2009, Jiangsu Provincial Bureau of Government Affairs organized and held the provincial public agencies to implement the “Regulations on Energy Conservation in Public Institutions” (hereinafter referred to as the “Regulations”) to promote the standardized energy management meeting. At the meeting, the Provincial Administration announced “Jiangsu Province, public institutions, energy statistics, energy efficiency publicity, energy audits, energy consumption accounting system construction implementation details” (hereinafter referred to as the rules). Soon after promulgation and implementation of the “Regulations”, our province took the lead in introducing the first “Rules”, marking the initial formation of an energy-saving management system and technical standards system for public institutions in Jiangsu Province, indicating that Jiangsu
